In a saucepan over medium heat melt butter and add flour. Stir for a few minutes to cook the raw flour.
Add bell pepper, garlic, salt and pepper. Sauté those until softened.
Pour in heavy cream and Worcestershire sauce. Bring to a slow simmer until slightly thickened. Add 2-3 cups of cheese and mix thoroughly until well incorporated and cheese is melted.
Add shrimp, lemon juice and green onion. Cook 1-2 minutes more and serve with your favorite bread for dipping.
